The previous collections of reserves were announced almost exactly a year ago - in the spring of 2017. But this does not mean that they come regularly once a year. Military training camps are appointed by presidential decree as needed and can even take place twice a year. The need for temporary mobilization of the storerooms is made up of several factors at once: the geopolitical situation, the shortage of personnel in certain military specializations, and planned training camps.

By the way, the decree is not the last document. It only intensifies the work in this direction of the Ministry of Defense, which, in turn, determines the standard for the territorial departments of the military commissariats.

The presidential decree came into force from the moment it was signed, but it is not known exactly when the first summons will begin to come to people. The local military registration and enlistment office will have to seriously work on the selection of candidates. And the department itself has not yet commented on this issue.

Military collections of reserves are a common practice, and it is not necessary to associate it with strained relations with Western countries, and even more so, it is not necessary to arrange hysteria, says Major Vladimir Makarov.

- Gatherings have always been a common practice in the army. Our armed forces do not stand still, new technologies appear, and training camps are necessary in order to get acquainted with all the innovations, remember the basics, and undergo physical training. Panic, looking for some kind of relationship, I think, is not worth it. Scheduled training camps and exercises are the mode of operation of the military forces, - said Vladimir Makarov, a veteran of military service, a reserve major.

Not all in a row, but by specialty

Adult men who have already served, those who studied at the military department at the university, are called to military training; men exempted from military service who had deferrals of up to 27 years, as well as those who have not yet completed military service.

As practice shows, the main candidates for participation in the training camp are those storekeepers who have specialization. Signalmen, tankers, anti-aircraft gunners and others can be called upon. It all depends on the needs of the Russian army during this period of time, as well as the age, rank and education of the candidate. Most often, three to five thousand people are sent to the training camp for up to one month.

- After the presidential decree, the ministry must determine how many people throughout Russia should go through the training camp. Then they send the numbers down to the districts. And then, based on the data of local military registration and enlistment offices, summonses come to specific people. Such fees are needed most of all by officers in the reserve. Again, it is impossible to say for sure how many times a particular person can be called to the training camp. There are specializations that can be called at least once a year. And I, for example, have never received such a summons in 20 years,” said Vladimir Makarov, a veteran of military service, a reserve major.

Those who have passed less than two years from the moment they were transferred to the reserve cannot be called to the training camp. Teachers and university students are also exempt, but those who study in absentia are only for the period of the session and writing a thesis, plus fathers with many children who have three or more minor children.

They will not be fired from work and benefits will be paid

Service at military training camps goes on like in the army - everything is according to the charter. Getting up, physical exercises, classes, short rest, self-preparation, lights out. Classes are held on the technique that corresponds to the specialization of the storekeeper, and is also necessary to improve his skills.

Storekeepers should not worry about their main work in civilian life. During the training camp, the employer does not have the right to dismiss a person undergoing military training.

Those called up for training receive cash payments for military rank and staff position, as well as food and clothing, free medical care. After the training camp, the participant is compensated for his average salary, which he would have earned during the training camp, students should be paid scholarships.

What awaits the evaders

According to our legislation, deviationists can only face administrative responsibility. Namely, according to Article 21.5 of the Code of Administrative Offenses of the Russian Federation (“Failure by citizens to fulfill their military registration obligations”), the fine for failure to appear at the military registration and enlistment office without a good reason is 500 rubles. The reason for non-appearance can only be the state of health of the storekeeper or his close relatives.
